Spence Flatgard

Flagard was the Legislative Director for then Congressman Roger Wicker in 1994-1996.  He graduated from the University of Mississippi Law School graduated with honors.  Flagard is a Mississippi State Bond Attorney.  Appointed twice by Governor Haley Barbour and unanimously confirmed by the state Senate.

Currently, Spence is Member of Capitol Resources, LLC a full-service government relations firm with offices in Mississippi, Alabama and Louisiana.  He focuses on representing Mississippi businesses before Congress and federal agencies.
Tom Knox

Tom Knox is Vice President in Porter Novelli’s Sacramento, California office, where he manages a variety of public affairs programs and political campaigns. He has extensive experience in issues management and coalition building at the grassroots level. His specialty is with infrastructure issues, including land use, energy, transportation, and water.

Tom has managed or played a major role in many major public affairs projects for Porter Novelli, including:

  • Leading opposition to plastic foodservice bans and other attempts at product deselection in cities throughout California.
  • Managing Valley Clean Air Now, a nonprofit group advocating cooperative solutions for air pollution in the San Joaquin Valley.
  • Highlighting the damage to California’s economy and job market caused by “job-killer” bills in the State Legislature. The “Pink Slip Express” moving van tour through the state resulted in significant statewide and national print and TV coverage.
  • Restricting bottom trawling off California’s coast, which is currently the most destructive and inefficient form of commercial fishing.
  • Resolving the status of Chevron’s decommissioned drilling platforms off of California’s coast.
  • Positioning Mirant, a global power generator, as it established its presence in California in the midst of a severe energy crisis.

Knox is a veteran of more than a decade of political campaigns at the local and statewide level. He has managed political campaigns in every region of California, handling everything from candidate campaigns to specialized local issues.

Daniel P. Kramer

Dan Kramer, President of KPA Strategies, has more than 20 years experience in political, campaign and trade association management, investigative research and public relations. He is an expert in developing and implementing effective public affairs campaigns for businesses, institutions and individuals under attack from competitors, activists, political and regulatory officials, and the media. Dan holds both a B.A. and Master’s degrees from the University of Southern California.

Anita Jones-Mueller, MPH is the President and founder of Healthy Dining. Healthy Dining has attracted the support of many major stakeholders, including health organizations, employers, health insurance companies, physicians, and others. Healthy Dining’s team of nutrition experts offers restaurant companies a full suite of nutriton services, from accurate nutrition analysis (calories, fat, etc.) to allergen identification to consulting services to help restaurants meet Healthy Dining’s nutrition criteria.

Anita earned a Master’s Degree in Public Health and nutrition from San Diego State University and a Bachelor’s degree in Health Education from Portland State University in Oregon. She is an engaging speaker and has provided hundreds of presentations to live audiences, as well as taped and recorded interviews for television, radio and print media.


Darryl Nirenberg

Darryl Nirenberg is Deputy Chair of the firm’s Public Policy and Regulatory Practice Department. He promotes and protects clients’ interests before Congress, federal agencies, and the White House, with an expertise in Senate legislative and parliamentary procedure. He advises clients on issues involving international trade and commerce, domestic and international taxation, agriculture, and homeland security.

Mr. Nirenberg joined Patton Boggs after serving more than a dozen years in senior legislative positions in the U.S. Senate, where he managed major domestic and foreign policy legislation. He served as Republican Counsel and Deputy Staff Director of the U.S. Senate Committee on Foreign Relations, where he oversaw the Committee’s legislative activities, including reauthorizations of the Foreign Aid and State Authorization Acts, the Arms Export Control Act, and International Sanctions Legislation. Mr. Nirenberg served as chief of staff to Senator Jesse Helms, where he was responsible for banking, financial, and judicial issues, and also on the Professional Staff of the Senate Agriculture Committee. He was also involved in the Mitt Romney for President Campaign in 2007 and 2008, and served as counsel to the 2000 Republican Platform Committee and the 2001 Presidential Inaugural Committee.
